Counter-Insurgency Operations and National Security: Lessons from Bangladesh’s Law Enforcement Agencies

Abstract

This study investigates the effectiveness of Law enforcement agencies led Counter Insurgency Operations in Bangladesh from 2005 to 2020, focusing on key factors such as intelligence-sharing, inter-agency coordination, and legal frameworks in tackling terrorism and extremism. Over the 15-year period, the data reveals a 40% reduction in terrorism-related incidents and a 50% decline in fatalities, reflecting the success of intelligence-driven and preventive law enforcement operations. The study also finds a 60% increase in terrorist-related arrests and an 80% rise in the confiscation of illegal weapons, indicating the growing capability of agencies like CTTC and RAB in disrupting terrorist operations. Despite these positive outcomes, the research highlights persistent human rights challenges, including unlawful detentions, forced confessions, and the excessive use of force during operations, which raise concerns about the balance between national security and individual rights. These findings suggest that while Bangladesh’s counter-insurgency model has made significant strides in reducing terrorist activities, further legal reforms and accountability measures are necessary to ensure that security efforts do not undermine fundamental human rights. The study contributes to the ongoing discourse on counter-terrorism strategies in developing democracies, where there is an urgent need to align national security goals with the protection of civil freedom.
