Groupements sanitaires territoriaux : Une nouvelle gouvernance du système national de santé marocain

Abstract

The Moroccan healthcare system is undergoing a structural overhaul following the enactment of laws n°06-22 and n°08-22. The latter provides for the creation of territorial health groups as public establishments. This restructuring is part of the modernization of the healthcare sector, as the general director is now granted extended decision-making power as well as healthcare resources to lead and control the group within the territorial jurisdiction of their region. This search paper aims to outline the expected outcomes following the effective implementation of these groupings in terms of improving the governance of the national health system in Morocco, based on a targeted literature review that led to the selection of 14 relevant documents, which were subjected to thematic analysis through an analytical matrix. The expected results were developed within the framework of the dimensions of health governance: health policy, organizational adequacy, information generation, transparency, regulation, equity, participation, partnership, and accountability.

Le système de santé marocain vit une refonte structurelle après la promulgation des lois n°06-22 et n°08-22. Cette dernière prévoit la création des groupements sanitaires territoriaux en qualité d’établissements publics. Cette restructuration s'inscrit dans le contexte de la modernisation du secteur de santé dans la mesure où le directeur général se voit désormais attribuer un pouvoir décisionnel étendu ainsi que des ressources sanitaires pour diriger et contrôler le groupement dans le ressort territorial de sa région. Cet article vise à formuler des résultats attendus suite à l’implantation effective de ces groupements en matière d’amélioration de la gouvernance du système national de santé au Maroc en reposant sur une revue ciblée de littérature qui a abouti à la sélection de 14 documents pertinents ayant fait l’objet d’une analyse thématique au travers d’une matrice d’analyse. Les résultats attendus ont été élaborés au vu des dimensions de la gouvernance de santé : Politique de santé, adéquation organisationnelle, génération d'informations, transparence, régulation, équité, participation, partenariat et imputabilité.
